Essere contro il nucleare non significa essere a favore dell'energia fossile o del metano. Siamo per un rapporto completamente diverso tra società ed energia, che deve partire dalla riduzione dei
consumi energetici attraverso l'eliminazione dello spreco e l'aumento dell'efficienza energetica.
Se non parte da qui, non c'è soluzione. Non c'è dubbio che l'esaurimento dei petrolio sia un problema, ma è un problema che hanno creato gli stessi che ora ci propongono il nucleare; quando
denunciavamo l'assurdità di usare fonti non rinnovabili, ci rispondevano che tanto, prima o poi, si sarebbero trovate altre riserve, nuove fonti e si sarebbe risolto.
CHI VUOLE IL NUCLEARE CONFONDE ENERGIA ELETTRICA CON ENERGIA
L’energia elettrica è una piccola quota dell'energia che utilizziamo.
Quasi un terzo dell'energia importata serve per produrre l'energia elettrica, ma un terzo abbondante serve per riscaldare acqua, produrre calore che può essere prodotto in modo conveniente, senza
usare fossili nè nucleare. Solo eliminando gli sprechi attuali nei consumi per far raffreddamento e riscaldamento delle case avremmo un risparmio di energia estremamente più elevato di quello che
nei prossimi anni potrebbe darci, forse, il nucleare. Lo stesso vale per il sistema trasporti che è fra i più energivori.
La stragrande parte di energia non è elettrica, il nucleare affronta solo la questione elettrica (che è sul 15% come consumi finali, ma i suoi usi obbligati sono sul 12 %) che è una piccola quota
dei problema.
NON E’ VERO CHE IL CICLO NUCLEARE NON PRODUCE CO2
Perchè alcuni anni fa addirittura in ambienti vicini all'ambiente si è cercato di dire che forse era meno peggio usare il nucleare? Il ragionamento era: siccome le fonti fossili, basate sulla
combustione, producono CO2, aumentano l'effetto serra ed in questo momento i cambiamenti climatici sono un problema molto rilevante, usiamo il nucleare perché non produce CO2
Ma c'è un errore (a parte considerare solo l'energia elettrica): si considera la centrale isolata dal contesto (vale anche per le fonti rinnovabili), senza valutarne il ciclo di vita e il
bilancio energetico.
Per capirci faccio un ragionamento sul solare, a cui siamo favorevoli ma di cui dobbiamo anche capire i limiti. I primi pannelli solari fotovoltaici erano sbagliati perché consumavano più energia
di quanto ne producevano, perché l'obiettivo era garantire energia nei sistema dei satelliti: il fotovoltaico nasce come tecnologia spaziale. Che il satellite abbia energia è fondamentale, che
questa sia ottenuta con più energia di quanto ne dà è irrilevante per chi vive dentro il satellite.
Oggi, pur con una ricerca insufficiente dei fotovoltaico, il bilancio è di 4 a 1, cioè consumo 1 di energia e ne ottengo 4, per cui siamo in buone condizioni, anche se siamo sotto l’eolico, che
ne dà 20 a 1 e può molto migliorare.
IL CICLO DELL'URANIO
Vediamo ora quale è il bilancio dell'energia nucleare: dobbiamo partire dalla miniera ed arrivare all'eliminazione dei rifiuti, tenendo conto di tutti ì consumi di energia, gli impatti
ambientali, sanitari e fare anche un conto economico.
Partiamo dalla miniera e ci rendiamo conto (basta pensare ai filmati sul Niger) di cosa sta succedendo alle popolazioni e alle foreste nigeriane per effetto delle miniere di uranio, quali sono i
disastri sanitari cui sono esposti i lavoratori e le popolazioni. Cose simili sono accadute in Canada, dove peraltro si usavano tecnologie più avanzate. L’uranio si estrae dalle rocce
frantumandole nelle miniere.
Qual è la percentuale di uranio che si estrae? Se siamo fortunati lo 0,1 %, perché le miniere più ricche si sono esaurite. Ma se andiamo sotto lo 0,05 secondo alcuni (o lo 0,02 per altri)
l'energia necessaria per tutte le fasi d'estrazione è cosi alta che la produzione di energia elettrica della centrale non compensa l'energia usata nel ciclo estrattivo.
Inoltre è anche economicamente non conveniente. E' vero, di uranio ce n'è tanto; anche di oro ce n'è tantissimo, ma l'estrazione di oro dal mare è così costosa che nessuno la fa; lo stesso vale
per l'uranio: bisogna vedere qual è la quantità energeticamente ed economicamente utilizzabile.
Oggi, sulla base dei dati in possesso, l'energia disponibile dall'uranio è meno della metà delle riserve di metano, che sono, più o meno, quanto le riserve di petrolio. Se usassimo oggi tutto
l'uranio, l'esaurimento energetico arriverebbe in tempi più brevi che con il petrolio o il metano. Va aggiunto che il valore di energia disponibile dall'uranio è meno della metà di un millesimo
dell'energia che in un solo anno ci manda il sole.
Il sole ci manda energia tale che, se riuscissimo ad utilizzarla per un millesimo, avremmo in un anno due volte tutta l'energia che da qui al suo esaurimento può provenire dall'uranio. Se
usassimo l'uranio come unica fonte per le esigenze energetiche dei mondo si coprirebbe, come tempo, un anno e mezzo. Mentre se usassimo l'energia solare, in un anno copriremmo le esigenze
energetiche dei mondo per oltre tre anni, e ne avremmo ancora, per altri 4 miliardi di anni...
Ovvio che nessuno pretende di usare l'energia solare al 100% altrimenti la sottrarremmo alle piante. Ma la parte che utilizzano le piante dell'energia solare che arriva è tra l'uno per mille e
l'uno per cento!
Se noi usassimo l'uno per mille, avremmo più energia rispetto ai consumi attuali (che dobbiamo ampiamente diminuire perchè lo spreco è alto).
E' insufficiente la ricerca rispetto ad un utilizzo dei solare, ma pensare che il solare sia insufficiente, quando, in un solo anno, è enormemente di più di tutte le altre fonti insieme, è
pazzesco.
NUCLEARE "CIVILE" E MILITARE
Va aggiunto che l'uranio da utilizzare è l'uranio 235, che è lo 0,7 % dei totale dell'uranio che si estrae e per usarlo devono utilizzare quelle "centrifughe" che ci mostrano spesso, quando
denunciano il "pericolo iraniano”. Altri paesi l'avevano fatto ampiamente e si sono muniti della bomba atomica come Israele, Sudafrica, India e Pakistan.
Anche l'Iraq l'avrebbe fatto e l'Italia aveva già iniziato a mandargli i materiali negli anni Ottanta poi, Israele, che aveva fatto la stessa cosa, si è messo di mezzo. Questo per ricordare che
l'energia nucleare "civile" è un sottoprodotto di quella militare.
L'Italia ha accettato, con il trattato di non proliferazione, di non produrre il combustibile, dunque siamo totalmente dipendenti dall'estero per il combustibile attivo, il che vuoi dire che, se
non dipendiamo più, per esempio, dallo sceicco o dal russo per il metano, dipendiamo da chi arricchisce l'uranio. Dunque nessuna autonomia.
Torniamo alla roccia, allo 0,7 %, col problema dell'arricchimento; va aggiunto il problema del trasferimento dell'uranio e dei passaggio fino alla centrale.
La centrale deve essere costruita e consuma energia e se non dura almeno i 35 anni previsti non tornano i conti.
IL REFERENDUM E’ ARRIVATO A NUCLEARE GIA’ FALLITO
Dicono che è colpa dei referendum dei 1987 se sì è persa una quantità enorme di energia. Ma nel 1986 la centrale di Caorso era già chiusa, non era in grado di funzionare, la centrale dei
Garigliano non era mai entrata in funzione, ma ha consumato un sacco di energia producendo un sacco di radioattività nella zona. Di fatto con il referendum abbiamo sancito il fallimento
dell'avventura nucleare italiana che ha consumato più energia di quella prodotta.
Inoltre abbiamo collaborato con la Francia per il Superphoenix, che è stato un fallimento e costruito il Pec del Brasimone e l’impianto di Latina: potete capire lo spreco che abbiamo fatto e
riproporre oggi un avventura dei genere vuoi dire ignorare il fallimento italiano. Abbiamo chiuso un sistema antieconomico e non abbiamo perso alcuna opportunità.
IL FALSO RISPARMIO DEL NUCLEARE
La centrale nucleare ha costì enormi e tempi lunghissimi. Per la centrale in costruzione in Finlandia i tempi si stanno dilatando e i costi stanno più che raddoppiando. In ogni caso sono tempi e
costi ben più ampi di quelli annunciati dal governo italiano. Se non ci riescono i finlandesi, non si capisce come dovrebbe riuscirci il governo italiano, che ha già fallito.
Se si valutano i costi reali di una centrale si vede che anche il mito dei risparmio dei nucleare è una falsità. Se la centrale non dura 35 anni è un fallimento e dobbiamo aggiungere i costi
dello smantellamento. L’unico esempio di smantellamento è in America ed è costato il doppio della costruzione: i lavoratori che devono smantellare un impianto così pericoloso devono fare in
fretta, lavorare una giornata e poi avere ampi periodi di sosta per cercare di tutelare la loro salute. L’UE, per smantellare una centrale in Lituania ha previsto costi doppi della
costruzione.
SE E’ COSI’ ANTIECONOMICO PERCHE' VIENE PROPOSTO?
A parte alcuni che vogliono costruirsi una bomba o che vogliono sostituire impianti esistenti - vedi la Francia - nel mondo oggi nessuno propone più il nucleare. La Germania ha scelto che le
centrali che sì esauriscono non vengano sostituite. In Asia è stata annunciata, a gennaio, la decisione di chiudere in anticipo una centrale perché non aveva senso continuare a mantenerla attiva,
e non si è deciso la costruzione di nuovi impiantì. Quindi in Europa, salvo la Finlandia e una ipotesi in Francia, non si sta assistendo a nessuna scelta di questo tipo. In America non si stanno
proponendo nuove centrali dal 1979.
Quelle che sono state costruite erano già in programma; Bush aveva provato a dare degli incentivi a chi voleva costruirne, nessuno li ha chiesti e Obama li ha eliminati ricordando i costi enormi
dei deposito dei rifiuti nucleari. Nessuno al mondo ne ha mai realizzati. Gli unici al mondo che ci stanno provando sono gli Stati Uniti con enormi difficoltà, pur avendo deserti e luoghi molto
più idonei dei nostri. Alle condizioni attuali, l'uranio, per alimentare le centrali esistenti, durerà meno di petrolio e metano e, se costruiamo centrali in più, si esaurirà ancora prima.
Dal punto di vista energetico, il bilancio è negativo: quanto costa tenere, per migliaia di anni, i depositi di rifiuti? C'è un enorme consumo di energia non elettrica (che oggi è fossile) in
tutte le fasi (dall'estrazione nelle miniere, allo smantellamento delle centrali) e il deposito scorie.
Perciò, che il nucleare riduca l'emissione di CO2, vale per la centrale, ma se si valutano tutta l'energia utilizzata, dalla miniera al deposito dei rifiuti, non si può certo dire che una
centrale nucleare produce il 50% in meno di emissioni di una centrale a fossili. Più il tenore in uranio nelle rocce diminuisce e aumentano i sistemi di sicurezza, la produzione di CO2 si
avvicina a quella di una centrale classica.
Se oggi decido una centrale nucleare, ci vogliono dai 12 ai 15 anni come minino perché entri in funzione (non siamo certo più bravi degli altri) e, in tutta questa fase, usiamo energia fossile
che aumenta la CO 2. L’emissione di CO2 eventualmente risparmiata, ci sarà non prima di 35 anni, ma il problema dei cambiamenti climatici deve essere risolto molto prima.
L'AFFARE NUCLEARE ALL'EST
Costruire centrali oggi sarebbe un fallimento economico, sanitario, energetico e dal punto di vista delle emissioni di CO2. Allora perché qualcuno propone di farlo? L'Enel possiede più di 6
centrali nucleari: 2 in Slovacchia, 4 in Spagna e una partecipazione in Francia. L’accordo tra Francia e Italia è una sorta di pour-parler tra due capi di stato per fare gli interessi di due
aziende private. li vero business è realizzarne qualcuna anche in Italia, ma soprattutto nuove centrali nei paesi dell'Est in sostituzione delle vecchie centrali tipo Cernobyl,come quelle
dell'Enel in Slovacchia e altre nuove centrali per Serbia e Albania: lì non hanno nessun tipo di controllo, mancano le strutture idonee. Realizzarlo lì è follia totale. Ci dobbiamo opporre alle
centr-ali nucleari dovunque, non solo nel nostro territorio.
A CERNOBYL NON E’ FINITA
Il problema di Cernobyl andrà avanti per decenni perché non è certo risolto. Avete visto i bambini che giungono da quei luoghi e sappiamo le migliaia di morti: la AIEA, che è pro-nucleare,
conferma che finora 1800 bambini sono stati colpiti da cancro alla tiroide). La centrale sta sprofondando e rischia di creare disastri ben maggiori, il sarcofago entro 190 anni non terrà più,
dovrà essere fatto qualcos'altro, ma i costi sono pazzeschi e nessuno vuote intervenire.
I "NORMALI" INCIDENTI IN FRANCIA
Ma parliamo anche della normale attività: ricorderete l’incidente in Francia l'anno scorso a Tricastin. Io ero casualmente là e l'impresa francese disse non era successo niente, in realtà si
trattava di una quantità enorme di acqua contaminata da uranio radioattivo: dopo 20 giorni l'Ente di controllo francese ha chiuso l'impianto. Noi dovremmo costruire con una società che nega i
pericoli di fronte all'evidenza.
IN QUALI SITI?
Per essere raffreddata, una centrale nucleare da 1.600 megawatt ha un bisogno d'acqua enormemente maggiore di un centrale termoelettrica. Con la siccità dei 2008 bisognava decidere se usare
l'acqua per le centrali idroelettriche o per l'agricoltura.
Se ci fossero state centrali nucleari sul Po, avremmo dovuto chiuderle, con un costo economico e un rischio ambientale enormi: le operazioni più rilevanti per una centrale nucleare sono spegnere
e accendere. Una persona che non sia folle non proporrebbe mai di costruire una centrale nucleare in un posto con tali potenziali condizioni di siccità. In Italia probabilmente le centrali si
possono costruire solo sul mare; vedo solo o il delta Po o sul mare, tipo Montalto (sito già approvato).
LA FRANCIA SVENDE L'ENERGIA
I filo-nucleari dicono che abbiamo un costo dell'energia elettrica molto più alta dei francesi; è sia vero che falso. Il costo dell'energia elettrica italiana è dovuto all'inadeguatezza dei
nostro sistema elettrico in particolare delle nostre linee: abbiamo linee che hanno uno spreco del 12, 13 % nel trasferimento dell'energia elettrica. Importiamo energia elettrica dalla Francia
perchè le centrali nucleari sono "rigide" producono energia anche quando non serve; perciò di notte ce la vendono sotto-costo. Il cosiddetto basso costo dei nucleare francese è un sottoprodotto
dei nucleare militare, la "force de frappe" voluta dal gen. De Gaulle.
L'Italia, con i bacini idroelettrici, ha maggiore flessibilità, possiamo modulare la produzione, e ci conviene importare l'energia elettrica quando è "buttata via”.
Non si dice però che anche noi esportiamo energia elettrica alla Francia. L'Italia ha una potenza superiore al consumo di punta, ed è in grado di fronteggiare la domanda. La Francia invece
produce molta energia elettrica ma è vulnerabile nel picco. la Francia ha imposto a molte aziende il riscaldamento con energia elettrica e, in un inverno freddo come quest'anno, non è stata in
grado di coprire il suo fabbisogno, sono intervenute Germania e Italia.
